And while apps are not much better, they are at least given the purview of A Designer, usually a much more singular entity than manages The Website.
Of course apps even more than the web are subject to design-by-metrics. So they become Orwellian surveillance and manipulation machines instead.
So basically, if you care about the web, it’s time to get good at information architecture and develop relationships with experts for when it’s relevant to bring them in.
The thing you want is called either “Information Architecture” or more often, “Content Strategy” which is what information architecture is when it grows up: not just an organizational system, but bending organizations _into_ good systems.
