After bashing the UN for promoting a 'far-left agenda' he's turned to lashing out at the ICC.

Misdirection. Note how authoritarians always point to the little guys in the trenches as being the victims. I'm not aware of any case of the ICC going after "US service members." They go after those with power. The decision makers.
