We should create a Prime Minister Recognition Board and force every PM to submit all their papers to it, along with reports from at least to Psychiatrists proving that they "identity as a PM" and then, after the board has met in secret, accept their decision on whether or not they are a PM or not.
In the meantime they can be forced to undergo "holistic therapy" to "explore" why they think they are a PM.
