@simonzerafa @bloor This is typically the result of a not-very-bright council officer feeling that they needed to do *something* to appease the people complaining about children riding illegal motorbikes down that path (this was something of a fad a number of years ago).

A response which is likely to work would be along the lines of:

"Well, now you've got mobility scooter users complaining that they get stuck in the mud when they go past on the grass in winter. And look, there's even enough money left in the accessibility budget to pay for removing it."
