The blue bar is the focus bar, which draws a card when filled. Yellow ones are action bars. The draw action takes your turn, but you get more control over what card you get since you draw 3 then keep 1. And playing a card happens in between turns, so favorably affects your action economy

And yes there'll be ways to improve your action/focus bar speeds through cards and stats
