One of the stronger arguments in favour of shunning, ostracizing and generally ruining the lives of young rapists is that if you don’t you end up with a national political apparatus full of rapists 30 or 40 years later.

Perhaps directing* those lives.
Ruined lives tend to be messy and expensive, and cause more trouble to other lives perforce nearby to them.
