The Bailey-Borwein-Plouffe formula demonstrates that in some bases any digit in Pi can independently determined.

My questions are: 1, does this suggest that perceived randomness might in some cases be an artifact of representational choice rather than an inherent property?

And 2: does this have cryptography implications? As in a subset of the "these constants look random but there's actually a generator?"
