ICANN can only control their records. We have decentralized disribution already!

There is room in the existing system to include alternative DNS infrastructure. What has really been missing is the motivation to spend the money to do so (for obvious reasons).

Create a european Source Of Truth that replicates IICAN, update the system to handle overriding results, and then ISPs can simply track that one! Bam!
