Apple not signing the OS build after September 23 does not automatically mean you will upgrade to iOS 27 on September 24th. That just means you have two weeks to try it and decide you don't like it. If your intention is not to install 27 until the things you don't like about it are fixed, you can absolutely do that. That is what I'm currently doing.
