Public calling out is shaming, not teaching. It is quite unlikely to result in improvement. It might cause the perp to shut up, but it won't change their mind.

Public calling-out might still be desirable, perhaps to show support to someone who was wronged by the perp's behavior.

But if we want the perp to change, we probably need to take them aside.
