I'm guessing if you click the 'learn more' button it will have a page saying tariffs, illegal or not, are you're responsibility and they won't take it back if you don't pay. And a checkbox that says "I agree". THEN the checkout box will be available. Margins are thin enough that international vendors cannot afford to take the hit of shipping it to and then back again from the customs warehouse where it lands, and not get any revenue.

@poleguy So if you click "OK" does the checkout option work? They have at that point a legally acquired "intent" that you know about the costs and are okay with them. Of course just not shipping to the US period is something some of them do.

@ChuckMcManis Sorry, but when I said "Not so easy," I meant that your guess was wrong. It still says "Checkout unavailable" on the greyed-out button.

I suspect they just don't care to deal with Lithium battery rules and this has nothing to do with customs.

Being in the US and having had similar problems recently with sellers refusing to ship to USA, I sympathize.

Knowing what chaos Cheeto Benito has caused, I sympathize also with the sellers. If I were outside USA, I'd likely refuse to ship to USA also.
