The paper is called "Druthers", and it's run by the "theyLied" antivaxxer idiots. It's calling for people to step up against these data centres, but it's kind of buried at the end. Such a weird fucking article.
If the store is open, they'll stop you from grabbing the pile.

I have never seen who delivers them. Per the thing's website people can get bundles of 100 for a shipping and handling fee and then do their own distribution. I assume it's the usual collection of very underwhelming people doing this stuff.
