It's kind of like some weird, punitive, totally unhelpful to anyone version of a VAT tax.

The "logic" behind Trump's tariffs is "who can I bully into giving me a bribe today".
The right answer is for the courts or congress to take the tariff cudgel away from him because he's just using it to say "nice business you've got here, shame if something happened to your prices"
