They're trying to make Trump the scapegoat. It's not just Trump.
Republicans in congress just rolled with all the illegality and corruption. Now they get to reap what they've sown.
Had they slapped him down periodically and actually pushed back on Trump trampling over congressional powers, things would have looked much different.
