"yeah I'm gonna pardon you for all the crimes you've been doing that haven't been prosecuted yet, and also if you want to do new crimes, the prepardon will cover those too, why not. basically you just get to do crimes if you want to, thats your prerogative. unless I need you to do crimes for me, then it's my prerogative. or if you piss me off, maybe I'll do some crimes to you. anyway, have fun doing the crimes babe"

"protective pardons" is just "the government is an actual organized crime ring", which I guess is technically accurate, but still
