    has published details regarding vehicle charges, penalty notices, and funding allocations relating to the London Borough of between 2016 and 2026.

    Since the expansion of the Ultra Low Emission Zone (ULEZ) to all London boroughs in August 2023, Penalty Charge Notice (PCN) issuances to Havering vehicle keepers increased significantly, peaking at 38,700 in 2024 before falling to 29,738 in 2025 and 19,086 up to October 2026. Cumulative ULEZ PCN payments from Havering keepers reached nearly £2.9 million by late 2026. TfL also collected £9.1 million in Congestion Charge PCNs from Havering keepers since 2019.

    Regarding borough funding, TfL's Local Implementation Plan allocations to Havering totalled over £2.8 million for 2026/27. Furthermore, Havering paid £363,818.25 in 2025/26 for traffic signal maintenance and was invoiced £7.53 million for the Freedom Pass in 2026/27.
