@RueNahcMohr @permacomputer the arduino pro micro I have will program an ATmega16, but not this '328 or '1284
The pro micro will also successfully flash another arduino mega.
I will try your suggestion.
Do you think I need to use high voltage programming?

no, high voltage is only needed if you turn the reset into an IO pin.
