Instead of `man bash`, it's "man, I hate `bash`".

Can someone confidently explain why this works?

`if [[ " ${COMPLETED} " != *' mark-ready '* ]]; then`

I mean, I understand it intuitively, but while doing a code review I have to rely on intuition.
