how is linux network management so bad that one single app that's downloading something will take up literally 100% of the bandwidth?

Every time steam downloads something all of the other apps and services entirely lose connection.
Even freaking steam itself said it had no connection despite actively downloading an update. That single download just takes up every last bit so that not even steam itself gets any other data through.

@StaticR Pretty sure this is a feature, not a bug. You can limit the bandwidth Steam uses for downloads in its download settings.
This is useful for when you want to use that bandwidth for other stuff too, such as: viewing 4K memories in Apple Cloud, having all 50GB of your deepest secrets sent to ChatGPT, or whatever it is one would want to do while waiting for games to download.

@DaforLynx I'm using a mobile internet and it's not guaranteed that I'll actually get the full bandwidth at any given moment.

If the available bandwidth drops below that I'm having the exact same problem all over again and if I set the limit too low then downloads are gonna take forever.

I just don't want a single app to ever take literally 100% of the available bandwidth like it's the only online thing in existence.
Just keep like 10% of it free so other apps don't completely crap themselves
