    Top-down tech decision-making by Business Idiot CEOs is exactly how the most expensive digital debacles happen. From INCIS to NovaPay;

    Independent tech teams in each public agency, working side-by-side with the people who will use a system, understanding their needs and designing around that, is how we get the public IT projects you never see in the news. Because they're successful, and under budget. Partially by making heavy use od carefully audited Free Code software.

    The biggest problem, in hindsight, is that governments have rushed into digitization as a cost-cutting measure - particularly a way to prune staff - instead of seeing it as long-term infrastructure investment. Which like the transport system needs careful planning, and slow and steady transitions, with existing system maintained in parallel as a fallback.

    The shortsighted over-dependence on a cartel of proprietary tech corporations is both a cause and an amplifier of this problem.
