It's not even just that.
The big thing is that Ukraine is winning the war on the ground, and decisively winning the war of attrition.

And that has everything to do with the majority of Ukrainians understanding the existential need for some to be drafted to fight this war, and just wanting a fairer system for it to happen and a focus on not throwing lives away, while Putin avoids this decision, as it risks destabilizing his regime, while his people just don't see the need to personally fight it.
