For what it's worth, the comments on this github page turned out to be useful. The script itself hid too much, but i can possibly use this to tweak things to be acceptable. It's not a user friendly way to have to do things, though.

Actually we’ve been doing some work in that area for GIMP, and once the changes are merged, you should be able to hide Noto, and also they should all be in one expandable/collapsible Noto Sans or Noto Serif entry.
Me, i wrote (over 10,000 years ago when the world was younger) a CGI script that filters fonts, e.g. show sans serif fonts with “google in their name that have a `c_t` glyph.
Unfortunately there’s a ton of infrastructure needed to support this.
