Anyone on here know astronomy? I'm playing with a rust astronomy library that has a function that computes the "hour angle" from only azimuth and altitude, and the observer latitude.

But everywhere I see Hour Angle defined as increasing as time goes on because it depends on your longitude and what time it is. How could this function possibly calculate Hour Angle without knowing observer longitude or what time it is?
