I did a quick test implementation of adding horizontal docks to GIMP's layout. The code itself was very simple. The necessary UI/UX work, not so much. :)

Something I might explore further a little later in 3.3's development cycle (unless someone else is interested in doing it of course!)

At the moment, it takes up a good portion of the screen because the tool options docked to it are still assuming a vertical layout instead of a horizontal one.
