This excerpt from the guidelines would lead me to believe it should be sufficient, but I'd like more opinions from people that are actually responsible for compliance:
"Another method is to provide a halo around the text that provides the necessary contrast ratio if the background image or color would not normally be sufficiently different in relative luminance."
I've been going back and forth with a designer for over a year to find a way to present text on top of an image in an accessible way. I've worked with them to try to show them how a gradient might need to be applied between the text and the photo, and I am having little luck.
Does anyone know if adding a black outline around the white text would be sufficient to ensure contrast over light and dark areas, or does the white text itself have to contrast properly?

I have to imagine, if they had picked up any of the personal belongings that are strewn all over the place, they could have gotten fingerprints.
I guess they only do that kind of stuff on TV. Here in my county, they do the least they can.
As a result, if they don't find the vehicle/driver, we're at the mercy of our homeowners insurance, which has a high deductible. If they do find the driver, their car insurance should cover the damage.
Apparently, in the middle of the night last night, someone drove through our back fence and hit the tree there. They did a good bit of damage to their vehicle, to our fence, and to the tree.
We called the police and they came to check it out. They took a report, and drove down the road a ways to see if they could see the car (which they're guessing is not drivable), but that's all.

Something I didn't think about until I was just reading a story about it. This wildfire smoke could be a significant issue on Sunday in East Rutherford, New Jersey for the Men's World Cup finals. It probably won't be nearly as bad in Miami tomorrow.
There are trailer parks in Berryville, too! And Charles Town, proper, is just as "quaint" as Berryville proper.
Yes, there are more bars in Charles Town, and there is a casino there, but that casino has been pretty high-end for a while.
She was murdered in 2009, and by then, the casino had table games and a nice hotel attached.
When going to sleep, I turn on a channel that cycles through true crime shows. There's a series called "Murder Comes To Town", and there's an episode about a murder in Berryville, VA. I've seen it before, but it's on right now.
There's a part of the episode where they look at a suspect in Charles Town, WV, and they literally say how stark the differences are between the 2 towns that are only about 20 minutes apart, and call out the fact that there are trailer parks in Charles Town.
The reasons for the top 3 are (top 2 are related to the fact that my brother's favorite team was West Germany):
3a) Argentina played Germany in 1986, and ended up winning
3b) Italy played Germany in 1982 and ended up losing
3c) I was a goalkeeper, and Jorge Campos was a legend (I also got to see him in action, from right behind the goal, in 1994)
For those of you that are watching me for what I say about the World Cup, let me say a few things:
1) I played soccer in high school and coached when our kids were young
2) I watch the men's and women's World Cups. I watch very little other soccer, but it is my favorite sport.
3) my top 3 international squads are, in order, Argentina, Italy and Mexico.
Can I just say, in addition to the fact that it's great to see Norway moving forward, I am absolutely in love with the typography of the numbers on their jerseys for this Cup.

Got a pretty severe batch of storms just a bit ago. The wind blew in such a way that it actually caused the cover for our attic to get sucked up into the attic. That's the first time that's ever happened here.
If you're curious just how warm it's been here recently, the water in our pool is currently over 90 degrees fahrenheit. That's a lot of solar heating happening to that water.
Power company sent a notification the other day telling us they were going to have to cut off our power from 8 am until about noon today.
I got up, started the coffee pot and tried to get through my morning routine that required electricity before 8.
Unfortunately, they didn't actually mean 8, because they cut it off at 7:40, instead, so the coffee didn't even finish brewing.
I'm a little wary of looking for another 6-channel mixer, because I don't want to buy another one that doesn't work.
It's almost like the speaker or the mixer is incorrectly assuming it needs an amplifier between them, even though the speaker is powered, and the mixer worked fine with my old powered speakers.
Good news is that my new speaker sounds great, and is super easy to set up. Bad news is that it doesn't work with the 6-channel mixer I've been using for about the last 8 months. Just can't get any sound out of it at all.
Works great with my tiny 4-channel mixer, which doesn't have any sound EQ; works great with my giant 8-channel mixer that's too big to try to use for trivia every week (it takes up half the table; it's literally twice the size of my 6-channel one).
