Question for #retrocomputing repair experts; I have two motherboards that act identically. They sometimes do work. (This is a #sun sparc motherboard, PC rules don't really apply)

I have tested a different PSU to no avail.

I've measured voltages across all capacitors and there are several where the voltage across them is lower than the supply (I see 4.7 v instead of the 5.05 I see everywhere else)

Is this in fact an indication that that particular cap might be bad?
