Besides the air up there is thinner and cleaner, so radiation is a lot more intense (your skin would tell you). And the valleys are often covered by fog, clouds etc., primarily in winter when the energie is most needed. Some there are plenty of reasons and there are (or were) plenty of projects, unfortunatley sabotaged by rightwing or mislead nature (landscape) protecting folks.
