In the same way “Human” is not a single language, “Klingon” is not either. Klingons historically congregate in many different nations, all with their own languages and cultures and disagreements

With space travel, these languages drifted apart and translations between them broke down. While diplomacy may not seem very Klingon, there is nothing less honorable than dying in a battle fought over a simple disagreement

The result was the development of “Klingon Common”, a simplistic language designed to allow communication between disparate Klingon groups. Similar to the role of Latin in the Catholic Church.

Over time the effect was a softening of international tensions and the formation of a semi-unified klingon culture

When the universal translator was introduced, the original purpose of Klingon common was lost. Klingons still valued private communication between themselves, so it was taboo for universal translators to translate klingon common.

Worf, of course, mostly speaks Russian.
