Maybe, but the standard Mastodon software now asks for your birthdate when you sign up. It says this information won't be saved, and there doesn't seem to be any verification of it, but given the way the laws are going I don't think it will be too much longer before the big operators like mastodon.social are required to join in the new ID verification schemes.
There should always be a place for small, private servers, but anyone the governments decide is "commercial" is going to have to give in at some point unless we can stop all of these ID schemes and roll back the ones already in place.
