It's cynical, but a Burnham administration could bank what's been done already, use it to show it's tough on immigration, but not taint itself with further action of this sort. If it decides to press ahead, it'll make precisely the same mistake Starmer did with similar effect.

Also: the unspeakable hypocrisy of these people saying refugees should 'pay their way'. We have spent years, decades actually, begging the Home Office to let asylum seekers work so their could have some meaning and material advantage in their life, to no avail.
