How does one file a noise complaint against the Gardai?

I live on the route of the EU Presidency stuff and the number of urgent, aggressive sirens in the lead up and the kickoff today is painful. 6 months might drive me insane, or cause hearing damage.

I'm looking for some custom-sized sheets of MDF (or similar) to use as shelves. I don't have access to or space to cut them at home.
