If you frame it cleverly, there's probably a way of making Trump look really bad if he vetos the thing.
(If you can sneak this in a budget reconciliation bill, you might also get around filibuster).
Basically, you need to make Veto and Filibuster politically costly / unpopular, to make sure the GOP sinks again in 2028.
The $5000 thing is a very clever way of making trump look bad if he vetos it.
