It's (part of) a DC particle accelerator in it's simplest form.
Metal plates isolated by glass, you apply a high voltage to the plates and the resulting potential gradient accelerates whatever charged particle you drop in there. These tubes can be ten or more meters long for a total potential of tens of Megavolts!
I always found them very pretty and am veeeery happy to finally own one as a display piece :3
