Perhaps unintentionally, but I think this graph is about entropy.
OK but "terrorism" whatever that is, has TWO arrows... two confused arrows.
I think they should have used the squiggly arrows instead. But that's a lot to ask from someone who doesn't know how to set text to be transparent and instead just makes the circles bigger and puts everything further apart.

Well, perhaps one could interpret the second line as asking a question about the impact of terrorism in low vs high entropy societies. This isn't a very pleasant line of thought, so I will leave that as it is. And then something something about open versus closed systems.

Peacekeeping and Thermo are the names of two Indie bands. Joe Terrorism is just a guy trying to decide which band to listen to. The algorithm (right arrow) is trying to push him towards Thermo, but our friend Joe here, independent as always, is going to make up his own mind, no matter how long it takes.
