A couple of hours playing with the CPU, and now I'm convinced that the driver is not needed, after all. It is just Intel being weird about performance reporting and scaling. It seems that on this laptop it doesn't really matter what the operating system wants in terms of the performance (that's true, at least, for Linux and NetBSD), and the actual CPU performance is decided by Intel ME only. Huh.

I think I have a plan on how to fix the CPU scaling on my NetBSD. If I'm right, I'll just need to write a simple kernel driver for it.

Kind of funny, kind of not.

The root of the performance issues of NetBSD is uncovered: crappy BIOS limits the CPU frequency to 1400 MHz. Fresh Linux with intel_pstate can bypass it and get the frequency up to 4200 MHz, but Linux using legacy ACPI and NetBSD 11 are both capped at 1400 MHz. The internets mention that old BIOS versions used to allow higher frequencies by default, but the last version that could do that is below the version I can downgrade to. I guess reading acpi driver code it is... When there's energy
