@dajb Yes! A great b-school prof of mine often quipped, “You get what you INspect, not what you EXpect.” Incentive programs - positive or negative - produce the programmed behavior. Often with inintended results. I recall the case in Georgia (?) where school teachers and administrators were criminally prosecuted for falsifying test scores. That system based their budget & livelihoods on test scores. So they did what the incentive required and suffered for it.
