There are two different situations.
One is say, a blog website. A news site. People are linked to it, come to it occasionally, and don't visit daily. A single button, two state toggle makes sense here.
The other is a daily website, maybe something people need for work, or social media. Here you might have all sorts of UI settings and preferences for user comfort. Then you offer all three within a larger settings dialog or page.
