@timbray You don't need to imagine any brilliant strategy here, this is just Ottawa working as it's supposed to: providing a path to building big things, while (mostly) avoiding putting taxpayer money into iffy investments.

(By contrast, the previous Trans Mountain Expansion project saw legal hurdles derail the initial proponent, then the feds taking over construction, the former upsetting those who favoured the project, and the latter upsetting those who opposed it.)
