Poked around and, at least without mods, the 1.7 seems to be running fine on my machine

Perhaps the speculations that they're dropping OpenGL support in favor of just Vulcan could be correct, but then why wouldn't Luden just say so. And if that's the case - what tweaks could they make for people reporting inability to run the game on their old hardware?
