Police calling non-police "civilians" is a contemptuous misnomer.

Unless you're in the military, you're a civilian. Except for MPs, all police are civilians. The entire POINT of civilian police is that The People are not under military oversight. Police calling non-police "civilian" is a pretense to military status they do not have, and authority that would be illegal if they were.
