not only would it do a better job of convincing kids who are on zhe fence whezher or not to bozher trying, it would also reduce harm in zhe cases where zhey sneak in anyway, because zhey'd understand zhe dangers better. and it would avoid zhe issue where kids get frustrated because adults refuse to explain zhings to zhem, demanding zhey defer to auzhority and give up wizhout so much as a reason why, which only furzher motivates zhem to break zhese kinds of rules.
