There is no rogue AI.

There are either rogue companies who willfully develop software (AI) to do these things, or there are companies who release software without testing enough if it can do things that they do not want to happen.

In both cases, the companies are the ones responsible.

And by companies, I don't mean anonymous organisations, but managers responsible for the decisions that lead to releasing software that criminally breaks into other systems.
