Another key feature of privatization is that it bypasses a lot of restrictions we place on governments. If the government runs an adoption agency, it can't discriminate. If it contracts adoptions to a religious organization, they can. If the government wants to spy on you, it has to get a warrant. If Flock spies on you, the government can buy the information with no restrictions. And so on.
