@blogdiva another story along these lines: several years ago someone I know who's familiar with the telecoms in NYC explained that they got a bunch of money to run fiber by some high percentage of addresses. So that's exactly what they did: ran the fiber by them. They did not, you know, actually offer fiber service in the neighborhoods that weren't rich enough.
