decentralize and distribute power!
but is Burnham actually doing that? or is he creating the illusion of it, for his own benefit, so when its not effective he can take it away

The gradual erosion of local councils' power to govern their budgets is one of the most underreported crimes of the last few decades, and it's what's allowed all the outsourcing that's ruined the public sector.

they are reliant on cash from the government that has a million terms and conditions
really you need to spend money to make them self reliant
and tax the rich, countrywide, and pass it down
