It looks like the lead minister on that bill was Public Safety (https://www.ourcommons.ca/DocumentViewer/en/45-1/SECU/meeting-12/minutes), but wow, does she ever sound oblivious.

@Cassandra it really puts the mishandling and ongoing agony for Bill C-3 applicants in a new light! Here I thought they were intentionally looking to get sued a bunch, but maybe it really is incompetence instead.
