The National Emergencies Act (NEA) allows the president to impose tariffs on other countries if an emergency is declared.

Congress may introduce a resolution to end the emergency, which has to be voted upon within 15 calendar days.

Democrats did that.

Republicans tacked on an extra statement on some changes to the house rules (HR 211), stating that all remaining days of Congress' session are not calendar days as per the NEA.
