For anyone who needs to cool someone off because they are overheated, this is a method that works as long as it is not too humid.
Put them in front of a fan blowing air on them and spray a mist of water over as much of their skin as you can. The mist sticks to their skin and evaporates quickly in the blowing air. When it evaporates it takes heat our of their body.
A big fan can cool someone off pretty fast. They might not be able to stand more than about 60-90 seconds of this before they begin to feel too cool.
The fan is what makes the difference, accelerating evaporation and moving the warm, humid air away from them.
It must be mist and not liquid water, because the mist has much less surface tension and more surface area than liquid water on the skin. So, it evaporates faster, and that cools the body faster.
I have a lot of experience with this effect. It works.
