nostr funnily enough has to combat a similar issue. pyramid uses a recursive web of trust. the owner of the server is the pyramid root and blesses keys, others in the circle can opt to bless keys and so on. if you are not blesseed, you have to post to the public inbox (if its open) or the moderated inbox (if its open) and someone has to actually go approve it before it gets republished.

invite spaces *are* a solid way to combat the garbage pit problem. huge failure mode, though: if you don't force the group to do active outreach events then nobody can ever become trusted.
