I don't know how I did it but I finally got a new Windows 11 Home to show the I don't have internet link during setup so that local accounts can be created. Microsoft has decided that computers are useless without the Internet. Maybe that's the correct outlook to take especially since they're getting fewer people buying products.

If I thought the family could handle it, I would have put Ubuntu or something else on an older machine. Dell 16 Plus with an AMD Ryzen 5 is a decent machine.
